She has a lot of work ahead of her to undo the damage of the Trump administration’s protectionist turn. But she made two disappointing statements about the approach she plans to take regarding Trump’s tariffs on $377 billion a year worth of Chinese goods. These can be reversed at any time, either by Congress or by a stroke of President Biden’s pen.
