30 June 2026 – What we were still missing this morning has been “surprisingly published retroactively”: The country-specific steel quotas for the successor to the EU steel safeguard measures – dated 29 June 2026 – have now finally been uploaded to the Official Journal, just a few hours before they take effect on 1 July.
This does not alter the fundamental criticism: Economic actors who must adapt to a new quota regime are effectively given no lead time-the publication comes literally at the last minute. This is hardly what planning certainty looks like.
Details on the content of the regulation will follow as soon as we have fully analyzed it.
What we can say at this point, however, is that governments have allowed themselves to be intimidated on a massive scale by a commission that some partners could have put under pressure relatively easily.
