Malaysia’s Ministry of International Trade and Industry (MITI) has announced its decision to impose provisional anti-dumping duties on imports of cold-rolled stainless steel coil, sheet or other shapes from Indonesia and Vietnam.

Investigation initiated by Bahru Stainless Sdn. Bhd.

The investigation was initiated on July 28, 2020, following a complaint filed by domestic producer Bahru Stainless Sdn. Bhd.

The provisional anti-dumping duties, ranging from 7.73 percent to 34.82 percent, are effective for a maximum of 120 days from Dec. 26, 2020.

Prices lower than those of local producers

The duties were imposed after Bahru Stainless Sdn. Bhd. filed a petition on June 30. In it, Bahru Stainless alleged that imports of cold-rolled stainless steel in the form of coils, sheets and other shapes from Indonesia and Vietnam are being sold in Malaysia at prices below those of local producers.

Evidence sufficient to continue investigation

A final decision will be made before April 26, 2021. That is, within the 120-day transition period, the ministry said. The ministry further stated, “The government has determined that there is sufficient evidence to proceed with further investigation.”

Affected stainless steel products

The affected products fall under HS codes 7219.3100, 7219.3200, 7219.3300, 7219.3400, 7219.3500, 7220.2010 and 7220.2090.

Antidumping duties also on coated flat-rolled steel products

The latest duties come after Malaysia imposed anti-dumping duties ranging from 2.18% to 37.14% on coated flat-rolled steel products from China, South Korea and Vietnam for five years starting Dec. 12. These are valid until December 11, 2025.

Provisional anti-dumping duties:

  • PT IMR ARC Steel, Indonesia, 7.73%
  • PT Indonesia Ruipu nickel and chrome alloy, Indonesia, 34.84 %
  • All others, Indonesia, 34.82 %
  • Posco VST Co. Ltd, Vietnam, 23.84 %
  • All others, Vietnam, 23.84 %
