3 August 2023 – According recent reports, the European Commission’s Directorate-General for Trade has received a complaint against several countries in relation to possible circumvention of existing anti-dumping and countervailing duties on cold-rolled stainless steel originating in Indonesia. According to recent reports, the European Commission‘s Directorate-General for Trade (DG-Trade) appears to have received a complaint regarding cold-rolled stainless steel shipments from Turkey, Taiwan and Vietnam. The complaint alleges possible circumvention of anti-dumping and anti-subsidy measures with cold-rolled material from Indonesia.  

Has an anti-circumvention case already been opened? 

No. No proceedings have yet been initiated by the European Commission to investigate the allegations. However, the relevant ministries in the countries mentioned seem to have been consulted by DG-Trade. 

Is there a problem with my order now? 

There is therefore currently no problem for existing European orders of cold-rolled stainless material. A possible effect, if any, can only be expected in 6 months. 

What should stainless buyers look out for now? 

Once again, the complaint to the EC and the requests to Turkey, Taiwan and Vietnam confirm our position that it is crucial from whom one buys and that it is becoming increasingly important to have a reliable partner who not only pays attention to the price but also works in a legally sound manner.  

Our tip: Purchasers should be on their guard if they are offered cold-rolled material with a country of origin (CoO) by suppliers and, to their knowledge, if there are no stainless steel cold-rolling mills operating in the country.
