EU Steel Producer: Heavy Fine Imposed for Emissions Violations

20 April 2026 – A steel producer in the Netherlands has been hit with a seven-figure penalty by the competent authority after violating emissions regulations. Base metals posted strong gains versus the prior week.

Nickel (+7.9%), copper (+3.6%), and aluminium (+4.3%), along with zinc (+4.1%), tin (+4.0%), and lead (+2.4%) all closed official trading on the LME commodity exchange last Friday with significant gains compared to the previous week. This Monday, metals in Europe opened with sideways movement.

According to Dutch media reports, the Tata Steel plant in IJmuiden has recently received a further penalty of €8.5 million from the North Sea Canal Area Environment Service, following significantly elevated emissions in its coking plant. This is already the second fine in 2026 and, according to reports, simultaneously marks the regulatory ceiling – the maximum permissible penalty has now been reached.

The Dutch environmental authority is currently reported to be examining what implications this has for the facility’s operating permit, and whether additional financial penalties could be imposed – with revocation or restriction of the operating licence also among the options on the table.

EU steel producers still far from CO2 neutrality

This is a case in point: EU steel producers are not nearly as green as they like to claim, and remain far from carbon-neutral production. In light of the stringent CBAM regime and the high compliance burden placed on importers, the same rigour must be applied to domestic producers – if not with even greater scrutiny and more severe consequences.

That said, the carbon levy CBAM should be suspended in its entirety until domestic steel producers actually meet European emissions standards and have substantially reduced their CO2 output.
